Negotiating Merit at T14 with Washu Offer

120K merit offer from Washu but received 45K today from Cornell, also have merit at michigan. Can I use my washu offer to try and negotiate with either school? Admitted at Georgetown as well but haven't received an offer yet.

I haven't negotiated yet but if I had those offers I would consider calling/shooting an email over it to try and increase the Cornell one. Even though wash u isn't t14, that's a huge difference
