Negotiating with a school that dropped in rankings

I am not in this position but I know a few people who are. They got roughly 75% tuition paid for based on their lsat/gpa at a school or two that had a major drop (15-20 spots). Two questions

1.) Would you think this would increase the chances of a better scholarship if asked for reconsideration.

2.) Would it be too brash to mention the drop in the reconsideration?

I would guess this move has no chance of panning out and would stink of the basest form of opportunism.
