It's hard to say. Due to the low numbers of applicants this cycle, law schools are rather more generous than usual. If you're interested in Duke, you should go to them with the Michigan offer. Otherwise, you could try to negotiate using the lower-tier schools' offers, though you might have less success with that than the peer school. If all else fails, it's worth a try, but I wouldn't start from there.

Either way, I'd suggest waiting at least until you hear back from Duke.
