Negotiating Scholarship with top choice school?

I've been accepted into GW Law and got an email a few days ago awarding me with a $60,000 scholarship to be dispensed over the three year period I'll be in school. I'm very happy with the offer but I would still like to attempt to negotiate for a higher award. I have applied to other schools but I haven't heard anything back yet. Optimally I'd like to wait until I have some other scholarship offers to bring to the negotiation table but I don't want to wait too long and discover that merit scholarships have all gone out and there isn't any room for negotiation anymore. How would I go about a successful negotiation without knowledge of other scholarships or acceptances?
