Will Veterans be under in-state tuition starting in Fall 2015 everywhere across the US?

I heard about that legislation too. The way I understand it, no. For GI Bill / Yellow Ribbon benefits, we're only compensated up to the "in-state" rate. Knowing that, by 2015 schools will either need to offer us in-state rates or they run the risk of Vets walking away. Bad business.

They don't have to offer the lower rate. Vets could take out loans to cover the balance. But schools hurting for diversity and quality applicants would think twice to turn away a Vet for a few bucks on tuition.
