IBR is actually a loan-repayment program run by the federal government. Do you mean LRAP? LRAPs are school programs to assist with repaying loans. If you search this site for LRAP there are quite a lot of posts about them. In particular, there's a comprehensive post by a user called twenty you may find helpful.

To answer the question I think you're asking, the best program is Yale, which will cover the loan payments of any graduate making less than $60,000 per year, regardless of type of employment, or unemployment
