eligibility for student loans with refund owed Forum

I owe $7,000 on student loans in the form of a refund since I withdrew half way through the spring semester. I believe this would normally make me ineligible for more student loans. However, I have a payment plan for this refund with my past school. Am I eligible for student loans since I have this payment plan? I asked my previous school and they said I was eligible but I do not have much confidence in their opinion
