Negotiating using need-based aid

Say I have a 10k need based grant plus a 10k merit based grant from school X and a 10k merit based grant and 0 need based from school y. Is it alright to negotiate with school y by stating you have 20k from school X even though 10k is need based? Sorry, this may be a stupid question.

May I ask which school tells you separated needed and merit based scholarships?
