Moving old law school debt into new loan rates

This year's grad plus loan is cheaper than even last year's Stafford loan. Obama is my hero.
Is there a way to get more grad PLUS than (ECOA-Scholly-Stafford)? Will schools ever pretend that they've only given you a scholarship after disbursement just to help you out?
