Need Access--Waitlist and Pending Decisions

I just wanted to confirm a fact I have gathered from past threads: since you can always add additional schools to Need Access at no additional cost, I should only send it to schools I have been accepted to and then add the waitlisted schools once I have been accepted. Any thoughts? Experience to the contrary?

Univ. of Chicago
Univ. of Virginia
Univ. of Penn
Duke
NYU
