Can I negotiate this...

I am a 2.7, 162

An automatic scholarship requirement at a school I want to apply to is 158, 2.8.

Do I have any chance at negotiating myself into that scholarship?

Absolutely. Judging by your school's medians, they are in the shitter and desperate for students.
