So from what I understand, the need-based grants are offered only at HYS... but are they available for international (specifically Canadian) students?

several schools offer need-based grants. GWU is one of them, as well as several other schools outside HYS.
Canadian students... depends on the situation. Some schools require taking out max stafford loans, which you would need to fill out a FAFSA for. You can't do that w/o a SSN I think. Not sure how a school will calculate your "need" since you're Canadian.
AFAIK, foreign students might only be eligible for merit scholarships.

I was offered need based aid at a non-HYS school. They offered ~6,500 in need based aid for this year.
