I have been really looking at NYU and I am still a bit confused about the COL. On the student expense budget for room and board lists $21252 for the 9 months which brakes down to roughly $2360 a month. Then on the personal budget page lists a monthly expense of $2287. Just so I am for certain clear as a student they are allowed to apply for both in terms of loans?? Is this correct??

your going to need soap, deodorant, hair cuts, metro fare right? Plus museums, music, movies..
Put them both. The above are lumped into personal expenses. Things that you buy that makes you happy and determine your quality of life.
