$5000 is the highest I have seen for Public Interest work. It's not a lot, but most internships only last like 10 full-time weeks. So $5000 is still just a little under $20/hour, which is not bad at all. But back to your question, I really can't think of any ever offering more than 5k. Good luck though!

Also, a lot of people manage to squeeze a whole year of living expenses (or close to it) out of the loans/grants intended to cover 9 months. If you can even just stretch the school year money to cover one extra month, $5000 should be plenty.

Where are you getting $20 an hour? 40 hours a week times ten weeks is 400 hours. $5k divided by 400 is around $12 an hour.
