So, if Congress doesn't come to an agreement on the debt ceiling, that might (negatively) affect federal loan monay. That would be kind of unfortunate. It may not last long, but it would be right at the time where tuition money is due.

If Congress doesn't come to an agreement on the debt ceiling, they will still have money, and will just need to pick 10% of its expenses to stop paying. College tuition will not be among the 10% that they stop paying, because pissing off middle class families is political suicide.
