Check your school's financial aid policy. Some won't process an application with out it, period. Some allow waivers based on a seven-year rule, or if you're over a certain age, or married. It's really all over the place. Generally though, if you're the typical just-out-of-college age single adult, you are going to have to provide it, and they likely won't consider you without it.
