Negotiate higher in-state scholarship if its the lowest COA

I just received roughly a 40k scholarship for my in-state t50 school. While it is not my top scholarship offer (in hard $), it definitely presents the cheapest option. Any thoughts or strategies that worked in the past.

40k at a peer school (Higher COA)
60k at a lower ranked school (Higher COA)
20k at a higher ranked school (Much-Higher COA)
Acceptance at Texas

*Note I have read about all the threads us on negotiating thus far
