Negotiating Need-Based Aid at HLS

My understanding is that Harvard will sometimes make adjustments to grant amounts based on higher need assessments from Yale/Stanford/NYU, etc. Can anyone who has successfully done this shed some light on the process? What is the threshold in terms of discrepancy between awards (does it need to exceed their offer by 5/10/15k...)? Is there any sort of strategy to going about making this request?
