Ah!! What the Crap, Texas?

So...I just got an email telling me that my financial aid had changed due to eligibility at Texas. I log in and....my award has significantly decreased, but now I have these funky "public education grants" added on.

Still...the amount doesn't add up nearly to the full cost of attending anymore (I'm out-of-state).

What just happened?
