No you are not. I didn't, but I called Cornell (waiting for acceptance) yesterday and they said if you have not been accepted yet it is okay. The deadlines that are posted on the websites are for students who were already accepted.

But you can fill it out and add up to 10 schools and when you are accepted then the school does the rest for you. I guess I should get mine done today.......

If all you expect is loans, then it really doesn't matter. You can fill it out any time, just give it time to process. But, for need-based grants and things, pretty much every school says "first come, first serve."
