Will Temple negotiate my scholarship?

Hello Everyone! I was just wondering about scholarship negotiation.

Temple gave me 12k/year. UMiami gave me 20k. Would they be considered peer schools? If I emailed Temple and asked them to match UMiami's scholarship offer do you think they would?
