FAFSA=Federal Loans, or can I expect more from each school??

From what I have heard, it seems like schools just use the FAFSA to qualify you for the various federal loan options. Is it like Undergrad at all, where you can potentially receive grant aid from certain schools? Keep in mind, I am talking about Tier 2 and Tier 3 schools...
