Do you get an invitation for the Dean's scholarship? I thought from their website that everyone is considered - but do they consider everyone and then ask the good looking people to send in an application?

I figured I'd ask this question here rather than making a new thread.
I know that the application directions say that we may apply for any RTK/named scholarships and that we'd need an extra letter of recommendation expressing our commitment to public service. Does this mean that, if applying to two of the scholarships, we'd need two separate LORs? I'd think not, but I don't want to assume anything.
