I'm pretty sure the non-priority WL is a nice rejection. Not sure why they do it, doesn't really make sense, especially because they explicitly state in the letter that if they move to the WL they will take people from the preferred WL. The email basically says: "we think you're ok, but there are others who are more ok than you, so choose another school."
To be fair, it doesn't say "non-priority WL", but it does say that you're not on the "Preferred WL".
