"Fully Scholly at UM vs 75k at GW. Goals are big law or bust, wouldn't mind staying in DC or going to Miami."

Neither if biglaw or bust. Miami if your friend is ok if they miss out on biglaw but would be comfortable practicing in/around Miami for a smaller salary/more modest outcomes.
