None of these schools give you the option of working 3-5 years anywhere before packing up and going somewhere else. So you need to be in it for a bit of a longer haul...
That said, your goals are a bit generic, and "appellate litigation" isn't really a thing. Do you have any specific organizations that you're interested in? What's your total COA at each school? How are you planning on paying off the debt?

What do you mean by east coast? Do you have ties somewhere or do you mean just NYC? Because wanting something like Boston or PA is very different from NYC.
