One has a better scholarship but the other has a better environmental program.
Both are in the area I want to relocate to so feeling blessed to have these options.

Total COA at each school? Where do you want to work long-term? What are your career goals? LSAT/GPA?
But just with the information you provided: specialty program rankings are meaningless, and both of these schools aren't very good if you want a realistic chance of a good job in DC.
