I think the issue isn't so much the LSAT (which you could retake) but the fact that you applied late. Applying earlier in the cycle might not have gotten you extra acceptances but it should have gotten you more in scholarship money. If you're willing to retake and reapply early next cycle, that would probably be your best bet.
If not, I'd go with UCI if you want to stay in Cali. UCLA is a better school but not for that COA. I'd see if you can use your WUSTL scholarship to bump up UCI's offer.
