Emory seems way too expensive here, retake...

I'd go with retake, especially with your great GPA. You don't seem to have any definite goals besides living in a big city and OSU is gonna land you a job somewhere in Ohio. If you're okay with Columbus or Cincinnati, then OSU hands down.
