When is the right time to withdraw?

When did you withdraw from safety schools or schools you know you wouldn't attend? Could a school in the 20s and 30s even be used as negotiation for a T14?

Depends on the schools.

You're under no obligation to withdraw early, and it's generally considered a good idea to hang on until you're sure you've maxed out your scholarship offers, because every bit of leverage counts.
