If you don't want to work in NYC, then UVA makes sense to me. But if both options are free then you can't go wrong with either.

Will you be able to get out of NYC from NYU? Yes. Most graduates stay in NY, but they actually have a pretty strong connection to California and have a reputation that can place you pretty much anywhere. Although the same thing goes for UVA.
Now, when it comes to international law, I know that NYU is known for having a stronger program in that area, and it's also stronger on PI in general. That said, I don't think it should be a consideration unless you're absolutely sure you want to go in to PI. The international PI jobs, in particular, are extremely competitive to get, so you have to have other ideas about what you want to do in PI if you don't get an international position right out of school.

Maybe not, but it won't be any easier to get out of NYC from UVA. I'm a UVA grad.
BigLaw: you'll get it from either school, but you're more likely to get a "higher paying" (read: 180k) firm from NYU. E.g. median at NYU could still get V-10, median at UVA will get you V-100 but probably not better.
PI: UVA does fairly well, but isn't that supposed to be NYU's thing -- especially for int'l law? I have a foreign law degree (Sciences Po) and nobody in Europe has heard of UVA, but they all know NYU.
Culture: apples and oranges. I prefer urban environments and never got cozy with UVA's small town feel. Other people RAVE about it. You know yourself.
Overall: All things equal NYU has an edge, but if you hate the prospect of being in NYC and/or love the prospect of C'Ville, three years of your life (especially youth) is pretty significant with respect to happiness, so maybe make your decision on that. If you're going to graduate debt-free regardless both schools are fine.
As an aside: if you're graduating debt-free why the hell would you want biglaw -- the money will only last for the 3-5 years you're there and then you have to start from square one getting an actual CAREER. Biglaw is for people like us who need to put out the debt-flames before the fire burns the whole goddamn house down.

So going with NYU will leave me with better exit options out of big law, assuming the same grades at both schools, right? Or is that not generally linked to a firms vault ranking?
But lol it's hard to pass up 3-5 years of big law salary if the opportunity for it is there, debt or no debt.
IF you get V-10 you will have better chances in-house, etc. but like I said, lots of people at UVA get V-10, you just need to be a little higher (top third maybe, top 1/4 easily)
