I have been offered a 33k scholarship from Case Western (contingent on 2.0 GPA) which puts the cost of attendance each year at $16,500. On the other hand, Cleveland-Marshall has offered a $20,000 scholarship (contingent on 2.9 GPA) that would put the COA at about $5,000/yr. So for the three years, Case would cost about $50,000 while C-M would cost about $15k. I have already asked Case for more money, but they declined.
Should I take on more debt and attend Case (which has much higher starting salary and more regional reach) or take Cleveland Marshall at $5k with the risk of losing the scholly and paying $25k for two years? Any insight would be appreciated, thank you!

Neither one of these schools gives you more than a coin-flips chance of getting a job as an actual attorney so you should retake the LSAT and get into a better school

I'm from Cleveland though admittedly no longer in the area. The legal market of Cleveland is relatively small and I wouldn't consider either one of these schools even solid regionals (in the same way OSU is). At the absolute least you need to negotiate to get the stips off these scholarships, but your probably shouldn't go. You should probably retake for a (large) scholly at OSU.
