UIUC would be my choice here if you are determined to go this year.

Your best option is to retake and try to get into Northwestern with a scholarship. Your GPA is low, but as a URM you have a very high ceiling.
BU doesn't make sense.
UIUC is obviously at a great price, and could be a good option considering you are from Illinois and want to be in Chicago. But it really depends on what kind of job you want- I think only around 25% get biglaw there.
Cornell has great biglaw placement, but you'll most likely end up in NYC. You may be able to get back to Chicago, but it may depend on your grades (not really sure how Cornell places in Chicago.) Either way, that is a lot of debt to take on and could force you into NYC biglaw longer than you want just to pay off your debt.
With hard work and a good study plan, you should be able to get higher than a 162 on the LSAT. There are tons of success stories on here, and I recommend visiting the LSAT prep section here. I know it sucks to have to retake, but it will absolutely be worth it if you can end up going to Northwestern (or UChicago) at a discount.
