I'm considering Michigan and Cornell at this point. I'll update once I have Duke's and Northwestern's financial aid information.
I have a 168/4.0
I have $90k at Michigan and $120k at Cornell--which leaves roughly the same amount of tuition debt. The rest of my funding will come from loans, and I'll probably have to request a budget increase because of personal needs. I have some savings, but not a lot, especially as I have those aforementioned personal needs. My family won't be contributing anything.

I ideally want to work in DC (some connections), in big or mid-size law. Other markets I'm open to are Boston, NYC, Houston (major Texas connections), or Seattle.

I'm leaning towards Michigan, though not knowing Duke/Northwestern is tough. Thoughts?

Like you said, not knowing Duke/Northwestern is tough, so this is a little premature. I think most of TLS will advocate for Cornell in this scenario, but hopefully you should be able to negotiate a little once the other two offers come in.

Wait until you have all your offers

Being open to places like Seattle sounds good but it's a highly desirable market with very few jobs and almost certainly won't happen unless you gun for it hard and have reasons to be there long term. You need to set your sights on NYC, maybe DC if you get the grades, and maybe the market where you are from.

I would definitely retake in June because you're at a point where every LSAT point can make a huge difference. There's also no downside to retaking and scoring lower, so you've got to do it. It's a no brainer.
