GWU has <20% biglaw, it's your best shot from those schools, but DC biglaw is notoriously difficult to break into and a pretty big black box. Even if you could be sure you'd get top ~20% at GWU it's a crap shoot, and the degree is not T14 portable, >20% of their grads are unemployed. The problem with GWU is that it is a very strong regional, it's just in the region that is by far the most competitive. If you get into UT they are incredible for the price and dominate several large markets, and if you include CoL you'd be close to breaking even with 60k at GWU even at sticker.

None of the schools you have been accepted to give you an acceptable chance at big law. It's debatable whether UT/Vandy do either, Michigan you'd probably be fine but you would be paying much too much at all 3 schools.
What is your GPA/LSAT?
Right now you're trying to stuff a square peg into a round hole. You're going to either need a rounder peg (better numbers) or a squarer hole (different goals).
Geography is going to need to start mattering to you because it tends to matter a lot to employers. Once you get outside of the biggest markets they tend to not take too kindly to carpetbaggers.

I would go with Temple given these options. You should also consider that GW is going to be almost as competitive as Penn but with substantially less slices of pie to go around. Temple gives you some chance at big law, isn't going to be as competitive and also minimizes your risk.

Also, for no reason other than a hunch (so disregard if I'm wrong), I'm gonna go out on a limb and guess you didn't actually take the LSAT 3 times yet. If I'm right, please tell me so I can bask in my psychic hunch accuracy.

Nope, I'm a man of honest advice, so often the right advice is retake so I made that, but if it's not the right call it doesn't get posted! My guess was based on the precision with which he mentioned 3 takes without actually disclosing any scores. Kind of a can't retake leave me alone vibe. I'm kinda apprehensive posting too much information on the forum.
FWIW I have a friend who did the same thing and crushed his 4th take and went to CCN, but I understand the apprehension at this point.
