From what I've read/heard, your dream job is so incredibly elusive that it's really only viable from HYS, and even then it's kind of a long shot. It's not that NU and Duke aren't elite, highly respected law schools...it's just that your dream job is a pretty common dream, and there are relatively few positions.

+1. That being said, if you really are committed to the field of "international law" Duke definitely offers more support for it. I think they offer an LLM/JD program in it? However, at 23, you are unlikely to have the sort of background that would make employment in international law from either of these schools something worth betting your future on. In that case, Northwestern looks better for your plan B, "something in Chicago." I don't know what your numbers, total debt figures, or other options are, but I would very much assume I was going to pursue Chicago BigLaw if I were in your shoes and committed to going to law school.

If you want to work in international human rights, go work in international human rights. There's a lot more need for people willing to get their hands dirty in refugee camps than there is for lawyers.
