U of Alabama is the only one I can think of that would meet your <100,000 population, Top 60, criteria right off. I'm sure there's more.

Cornell, Indiana-Bloomington, Iowa, many others...obviously not hard once you look down the list of rankings and google the schools from smaller cities.

Aside from the ones already mentioned: Penn State, William and Mary, UC-Davis, and U Illinois all jumped out at me as being in areas <100k.

If you extend to schools ranked 100 or better it adds
Arkansas-Fayetteville
Kansas
Rutgers-Camden (I know its close to Philly but Camden, NJ is under 100,000)
West Virginia University
Michigan State
University of New Hampshire
(I have a really boring job, hence the free time to list all these schools)

I currently live in my state's capitol and there are only roughly 50,000 people that live here. So I personally think rural is less than 100,000.
