ASU (full-ride) v. Cardozo ($38k) v. Pepperdine (30k)

I really can't decide. I know Arizona is the better ranked school but I'm not sure I want to live there for the next 5-or more years, but have not completely ruled that out. I want to eventually work in public policy/public interest. I live in Los Angeles now and would love to stay here but Pepperdine will cost me around $59,000 in total and Cardozo will be around $39. I'm not as worried about COL because I live with my bf currently and he can continue his work in really any city. So I really want to know what school I will receive the best education from, and is the networking opportunities I will have at Cardozo and Pepp really worth the debt??? Any input is really appreciated!!! I need to make this decision ASAP.

Education will be the same. Just go to school where you have ties and want to work. Pepperdine for 60K isn't the end of the world if you have clearly defined career goals and want to work in LA.
