UVA v Penn v Duke

Up to this point I have received scholarship offers from UVA (120k), Penn (~95k), and Duke (90k) while I am still waiting on financial aid packages from Chicago and Northwestern. Should I begin negotiating with Penn and Duke using my offer from UVA or wait until I hear back from the Chicago schools? Any help/thoughts would be appreciated.

Depends on goals but on its face UVA simply because of the bigger scholarship. If you're set on NYC biglaw, then an argument can be made for Penn, but I reckon an argument can be made for Penn either way. I'd personally choose UVA, anyway, but Penn is a good choice too.

As for negotiating, I've heard suggested as a fellow 0L that negotiating multiple times (so multiple emails or whatever) is a viable strategy. In other words, you could use your UVA offer to sway Penn and Duke, and then wait on a potential offer from Chicago (I'm not sure a Northwestern offer would make a difference for Penn, but possibly with Duke.) to use that offer for the following negotiation round.
