If these were my options I would not go to law school.

Keep negotiating, you'll get more money from one of the two. Keeping both under $50-70K including COL is crucial. Fortunately for you both schools are inexpensive for you so if you have a roommate, I cannot imagine you spending more than $400 a month with utilities in either South Bend or St. Louis.
As it stands, Notre Dame at $120K is not a safe pick. WUSTL a very bad pick.

Is Notre Dame $120,000 or $170,000 ? Your poll shows $170,000, but your post states $120,000. I voted for ND since you want Chicago, but I'd strongly consider the full tuition scholarship from Iowa.

80%+ students from these schools will not get biglaw, so make sure you have a backup plan and are willing to work a non-biglaw job for your career

WUSTL/ND aren't worth that COA. Especially WUSTL@170k.
Attending either would be stacking the deck against being able to pay off the loans comfortably.

Looking at big law chances at these schools doesn't make a lot of sense. Odds are way stacked against you, only attend schools like these if you have your eyes set on something non-big law or, like someone else said, you're totally cool with not snagging big law.

I think the dean of admissions at UT was pretty pissed at their shenanigans last year. WUSTL started low this year. Maybe concerned about people trying to get $$$ just to leverage more out of other schools with no intention of attending.
Although they have given some fulls so far to people with the numbers plus WUSTL/ STL ties.
By the end of the cycle, OP, there is a decent chance that you will have a better offer from WUSTL.
Or maybe not. It's just kind of weird that they would do such a 180. Then again maybe they are just waiting for the right moment to drop the patented WUSTL bomb on the rest of the T20's asses.

I think WUSTL might go light on scholarships this year. Last year was a one time thing, a 167 isn't getting a full ride this year, they might up it late, but I'd guess they go a bit lighter on money this year. Especially if they move up in the USNWR rankings next week, which I think they will.

Your COA estimates are way off. You have to account for tuition increases and interest accrual.
At current scholarship levels, WUSTL would be ~$230,000 debt at repayment, and Notre Dame would be ~$190,000 debt at repayment.
ETA: Just saw that your parents will help with COL. If they pay for 100% of your COL, then your debt at repayment would be $150,000 at WUSTL and $120,000 at Notre Dame.
