If you want to work in TX --> UT.
If you want to work anywhere else --> Cornell.
Cornell definitely has overall better outcomes than UT. Since you seem not to care about ending up in TX, this seems like a slam dunk for Cornell imo.

Disclosure: Cornell 3L here.
Unless you have a reason for wanting TX, go to Cornell. Also, with that scholarship I wouldn't be too worried about NYC COL unless you are planning to move with a family and are concerned about private schools and such.
