UCLA e-mail?
Just received an email from UCLA with a fee waiver and "the possibility of a Dean’s Merit Scholarship". My numbers are 3.1/169, which puts me in the upper end of their LSAT range and considerably below the GPA cut-off (which I thought was big in Cali schools). The idea that I could get money here seems far-fetched to me. Is this just an attempt to get me to apply so they can deny me for some reason? I kinda thought I was out of the T-14 (yes, I know this is #15) with my numbers.

I got that as well, and I'm 3.1/170. They must send them out just based on LSAT scores. I got the same email after I got my score back from February, with the same exact wording except for the bolded part identifying which cycle the waiver was for.
It couldn't hurt to apply anyways even if you think getting in/getting money is unlikely. This cycle could get pretty interesting, and the app is free now anyways.

For the lsn graph for UCLA (http://ucla.lawschoolnumbers.com/stats) it appears that you'll most likely be waitlisted. Yes, this is an attempt to get you to apply, and you probably should if you would be genuinely be interested in attending. There have been a declining number of LSATs taken and law school applications so it is possible that you could be admitted next cycle with your LSAT score.

FWIW 3.6/167 here and I didn't get one. I think you get it as long as you have median LSAT or above (168+), regardless of GPA.

Yeah I'll throw it out there for sure. Cali was never on my target list, but you never know I guess. Like I said, Cali isn't what I'm shooting for, NYC is my target. Yeah, I know, I need to retake, I'm very familiar with that link. I feel like I should have started by now for October (unless I retain like a sponge) and if I take in December I'm screwing myself. Mehhh.

Fwiw 3.76 and 167 here and didn't get one. Interesting that they aren't giving it to people they might actually accept but they are to splitters. Then again maybe that's the point?

FWIW I just received one too and I have a 174/3.89. Not planning to apply (not a fan of LA) but looks like its not just splitters. No idea how they are making their determination though. 3.4 / 168 and received it. I'm almost certain it's based purely on LSAT scores, and I think 168 is the cutoff (at least I haven't seen anyone get it before).
But I was already planning to apply, so that was a $75 email for me.
edit: I mistakenly had CA as my state of residency, so perhaps that was a factor as well. A few friends who didn't receive that fee waiver had well over 168.
