You didn't really answer the question. Having strong ties to somewhere doesn't necessarily indicate where you want to work. Do you know pretty much for sure that you want to work in Louisiana? Strong ties will help you, and going to the flagship school of the state would seem like the rational choice if you want to stay there. If you mean to imply that you want to work in Louisiana, but think that you have sufficient ties such that going to a T10 school would only add to your credentials, I would urge you to think twice. I would imagine that Louisiana is a relatively insular place that doesn't get many applicants from outside the state or region. Sure, you can walk into NY with a degree from any T14 school and possibly get a look, but in a place like Louisiana, I'd imagine they have a lot of loyalty for their homegrown kids who stayed in the state. So I would venture a guess that going to the best school in the state could only help you, and the fact that it is a full ride makes it the logical choice to me. Again, this is all assuming you want to work in Lousiana. If you really don't know where you want to work, I would go with the flexibility that UVA will provide you.

Though, in retrospect it make make the most sense if you were just a paralegal or something right now. LSU for Louisiana or Mississippi &, maybe, some of Texas ; Virginia for placement in the rest of the US as well as major firms in Texas.
