Do you mean which ones have waived it for everyone? Or what schools are people getting waivers from?
If the the latter, there is a thread for that already. If the former, I have no idea.

UC Irvine and Brooklyn Law are both free for all applicants.

If you're just looking for free for everyone apps, I know Drake university is. I think Phoenix is too.
