They want to decrease their acceptance rate, thus making them look more selective.

Duke gave me a fee waiver, and my numbers were only marginally better than yours.

Not necessarily. 3.8/165 is possible to gain acceptance to UCLA.

GPA
25 / 50 / 75
3.55 / 3.78 / 3.88

LSAT
164 / 168 / 169

FWIW, I got fee waivers from: Michigan, Chicago, UCLA, and Duke with a 3.8 and 168

3.8 and 165 will definitely get you into UCLA.

"Definitely" is too strong an assertion.

There is a shot, however; 165/3.8-4.0+ candidates were waitlisted and accepted in equal numbers. It's the softs that probably make or break your application at that threshold.
