I would guess lower T2, and it could be worth it if you want to practice in the region where the school is located (assuming the regional school is not overshadowed by a T30).

the was list by i think nlj that showed the schools that give out the most money, does anyone have the link

162/3.1, probably not, unless you happen to be from (and I mean actually from) some place like Montana or the Dakotas.
