Transfer Advice?

Hi guys:

I am currently seeking to transfer up from a T2. Unfortunately, due to an exam software issue, I will not be receiving a grade for a 3 credit class this semester. I am in good standing, but my school may not give me a rank for the latest semester because of the exam issue.

In my other four classes I did well, earning a couple A's and A-'s. I was just outside the top 10% in my first semester and my grades are better this time around. Do I have any transfer hopes despite not having a class rank? What angle, if any, should I play?

What is "an exam software issue" ? Seems like code-speak for "they think that I cheated, but they can't prove it" so I plea bargained for no credit so long as nothing adverse appeared on my transcript/school records.
