Incur higher debt at a higher rated school or lower debt at a regional school?

Do everything possible to get off that waitlist--if not Illinois is BY FAR the best option! Without a doubt

I am planning to write a 2nd LOCI. Should I try to send in another letter of recommendation?

+1. Illinois full price would still be worth more than your Kent scholarship. The 10K just makes this call easiermasochist wrote:+1Snape wrote:Do everything possible to get off that waitlist--if not Illinois is BY FAR the best option! Without a doubt

It would be interesting to know your numbers & URM status & work experience because few would apply to both John Marshall & Northwestern---at least not those with the numbers for Northwestern.
P.S. If you decide on Illinois, then, before committing, ask Northwestern to match John Marshall's offer.

I only applied to John Marshall as a test to see what offer and scholarship I would get & use to shop around.

Considering your 163, a June LSAT retake could be exactly what you need to get off the NU WL.
Plus, if you tell them you've registered for it they'd probably hold off on rejecting you off the WL at least until they got your new score.

Raising your score even a few points would give you much better options than you have now. With your GPA and URM status, don't settle for Illinois with 10k.
How did you study the first time around and what was your PT range?

The highest I scored was a 167. My average score was a 160.
I did self prep using the powerscore books. I think I should of spent more time taking actual tests. I also didn't spend a ton of time studying Reading Comp because I was overconfident in past performance
