American (48K) or Cardozo (84K)?

Consider the following:
1. I'm interested in international law & immigration law
2. I'd like to practice in DC/NOVA after graduation

Cardozo Law Tuition + COL: 48K -28K(schol) = 20K + 20-25K (COL in NY) = 40-45K/yr
American Law Tuition + COL: 44K - 16K(schol) = 28K + 15-18K (COL in DC) = 43-46K/yr
