I am interested in practicing environmental law in the government/non-profit sector, and I am really torn between American and Maryland. Maryland has a much stronger environmental law program, but I can't really get a good grasp on the magnitude of difference in networking/internship opportunities at Maryland v. being right in DC. Obviously, it would be a much nicer experience to be in DC rather than Baltimore, but I am trying to put that aside. I have a small scholly at American and I am OOS at Maryland so the costs are pretty similar.
(I am not considering re-taking/re-applying, I am definitely going to law school in the fall.)
Any input would be appreciated.

American since you seem to want DC itself and it would probably help with networking... although retake/reapply is definitely the better option.
